I agree with what most people have said about the weapons. In order for weapon production to be a realistic idea that could be implemented and not only work in theory, but in practice there has to be a necessity and a fun factor. The Government has leverage over everything no matter what situation they're in. This is considering the fact that they can go to a vendor and purchase weapons instead of lying and attempting to create a roleplay situation from passively imagining situations where they can't get their guns in any other way other than buying it from the civilian "production companies". In the eyes of a person working for the Government who has little care for roleplay, they'd brush it off as it's an arbitrary situation that does nothing but waste time for them since they can use vendors with unlimited stock.

Having a system implemented where civilians have to get resources and craft these weapons to supply the different factions in Berlin is an amazing idea, and it's very possible to make happen. Typhon has the resources to script and do whatever they have to do to ensure different ideas that could have a benefit towards to roleplay happen.

In order for Civilians to have leverage and gain respect from Government Factions, a system could be implemented. A system for civilians to place down some sort of prop, a cash register, their own vendor. They can edit this system and place in items from their inventory and place a custom pricing onto it, where they can then purchase a building and put their vendor in it and sell it to anybody that wants them. Civilians would be able to set the prices and that is their liberty as they're the ones that have used up their time and their resources to manufacture. In order to get it kickstarted, the government vendors would have their weapons removed. This would create a sense of urgency for Government Factions to arm their civil and public servants, as well as the military. A wonderful idea that could get a lot of civilian businesses kickstarted, increase the amount of civilians who have stuff to do and at the same time they will be getting money and gaining respect from other people for supplying the players with their weapons.

Two issues stand that have the same implication;

Civilians might decide not to sell to Government Officials. Furthering the urgency even further and making the civilians a formidable threat if they begin selling to each other to fuel gangs etc.

Not enough Civilians to produce enough weapons for all Government Officials. However;- This would further the urgency even more and could cause Government Agencies or Departments to request certain civilians to manufacture weapons for them for a price, this would increase the prices of weapons exponentially and could cause the server to have its own economic structure. I wonder if it would be a balanced economy, but regardless it would be a very fun time to be playing on the server and certainly be interesting to experience first-hand.

I hope some of these ideas are going to come into fruition, this is exciting!

I definitely like the pharmaceutical idea, civilians need to engage with the private sector and have opportunities open to them or they will either leave or minge
